 Summary 

Congress passed and the president signed a fiscal year (FY) 2024 continuing resolution (CR; P.L. 118-15) to keep the federal government operating through November 17. In addition, the legislation:

  • Provides $16 billion in supplemental funding for the Disaster Relief Fund (DRF)
  • Extends Federal Aviation Administration (FAA) authorities, including the Airport Improvement Program (AIP), through December 31
  • Extends expiring programs, including Temporary Assistance for Needy Families (TANF), Community Health Centers, and the National Flood Insurance Program
  • Delays scheduled cuts to Medicaid disproportionate share hospital (DSH) payments

This brief highlights key provisions of the CR. Table 1 at the end of the brief compares funding in the CR for selected grants to current and proposed levels.
