The rule is issued pursuant to changes made to the Paycheck Protection Program (PPP) in P.L. 116-260. It became effective January 12.

The SBA announced that it is unable to accept new applications for the PPP or the EIDL program as funded under the CARES Act due to a lapse in appropriations. EIDL applicants who have already submitted their applications will continue to be processed on a first-come, first-serve basis.
